Economic Interdependence

Active Network

Rethinking Deterrence

Military deterrence sits at the heart of state defence postures and is often seen as essential for statecraft. Yet it is costly, dangerous, and less credible than is often assumed. It can drive arms races or deepen domestic support for aggressors, entrenching resistance to the threats it involves. States jockey with one another in an attempt to achieve dominance using deterrent threats, in a belief that the alternative is to be dominated. We need better, safer means to achieve stability.
